County Code Article V bans commercial pet-mill sourcing outright: a retail pet store may not offer a dog or cat for sale unless it came from an animal care facility (a government-run or contracted shelter) or a 501(c)(3) nonprofit rescue organization. Stores can still sell pet food and supplies, or host adoption events with shelters and rescues, but they cannot buy puppies or kittens from commercial breeders for resale. The law does not restrict buying directly from a hobby breeder or breed-specific rescue.
