25 applies countywide to Veterinary Services, establishments providing medical or custodial animal care where animals are cared for off-site rather than brought to the facility, distinct from Animal Hospitals, which board and treat animals on-site. Subsection B, added by amendment ZOAM-2020-0002 and effective March 12, 2025, prohibits the use specifically on Residential Cluster Lots and Common Open Space Lots inside Cluster Subdivisions in the AR Zoning Districts, the small-lot and shared-open-space parcels created when a rural development clusters houses to preserve farmland. The county's Table of Permitted Uses otherwise lists Veterinary Service as a Special Exception use in several rural and mixed-use districts and a permitted use in commercial and industrial categories, so the AR cluster-lot prohibition is a carve-out rather than a countywide ban.

Where the use is allowed, off-street parking is fixed at 2 spaces per 1,000 square feet of gross floor area in most districts, rising to 4 per 1,000 in some commercial categories, per the county's off-street parking standards. 16 for Indoor Kennels, separately allows up to 10% of an Indoor Kennel's gross floor area to be used as an accessory veterinary service. The AR cluster-lot restriction is one of three parallel prohibitions adopted in the same 2024 ordinance amendment, alongside identical bans on animal care businesses and adult day care on the same cluster lot types.
