Sarasota County, FL Animal Ordinances: Veterinary Clinic Zoning (2026)

Section 124-147 of the UDC governs any animal hospital, kennel, or pet-boarding operation that keeps dogs outdoors, including outdoor dog runs attached to a veterinary clinic. The code treats every facility with outdoor runs as "outdoor animal boarding," regardless of what the underlying use is otherwise called, so a veterinary clinic that adds outdoor kennels is subject to the same standards as a stand-alone boarding kennel. 5 is required along every lot line that does not front a street. On parcels designated Rural or Semi-Rural on the county's Future Land Use Plan Map, an outdoor boarding operation may house no more than 50 dogs; any facility wanting a larger capacity must go through Special Exception review under Section 124-43, which requires Board of Zoning Appeals approval and public notice.

Inside the Urban Service Area boundary, the rules are tighter: no brand-new outdoor animal boarding use may be established at all. An outdoor boarding operation already lawfully operating within the Urban Service Area as of October 27, 2003 is grandfathered and may expand, but only up to the same 50-dog cap that applies in Rural and Semi-Rural areas; any expansion beyond 50 dogs anywhere in the county requires the same Special Exception review. The ordinance closes off a common workaround by declaring that any boarding facility with outdoor dog runs, whatever its name, counts as outdoor animal boarding and must meet these standards.
