Collier County has no separate ordinance on feeding wildlife; the rules are set statewide by the Florida Fish and Wildlife Conservation Commission. F.A.C. 68A-4.001 prohibits intentionally feeding, or placing food or garbage that attracts, black bears, coyotes, foxes, and raccoons in a way that creates a nuisance, and bans feeding
In this SW Florida region of bears, panthers, and alligators, wildlife feeding is regulated by the state, not the county. FWC rule F.A.C. 68A-4.001 makes it unlawful to intentionally feed bears, or to place food or garbage that attracts bears, coyotes, foxes, or raccoons in a manner likely to create a public nuisance, and prohibits feeding pelicans, sandhill cranes, and non-human primates. Feeding alligators is separately prohibited. County code sec. 14-42 also bars keeping wild animals without an FWC license.
FWC wildlife-feeding violations start at a $100 civil penalty and escalate; feeding bears or alligators can bring higher fines. Attracting nuisance wildlife may also draw county code-enforcement action.
