14 CCR §251.3 prohibits any person from knowingly feeding big game mammals (deer, elk, antelope, bears, mountain lions, wild pigs). The California Department of Fish and Wildlife enforces the rule statewide because food-conditioned bears and lions are more likely to enter neighborhoods and be killed as a public safety risk. Although Lincoln is more suburban than mountainous, the Auburn Ravine corridor and open space adjacent to Twelve Bridges and Lincoln Hills support deer, coyote, and occasional bear activity, and feeding stations of any kind can attract them. Lincoln Municipal Code Title 6 (Animals) and Title 8 (Health and Safety) provide local enforcement authority to abate feeding stations as a public nuisance, in cooperation with Placer County Animal Services and CDFW wardens. Bird feeders and squirrel feeders are not directly prohibited, but if they become a documented bear or deer attractant a code-enforcement officer can require their removal.
A violation of 14 CCR §251.3 is a misdemeanor under Cal. Fish & Game Code §12000, punishable by a fine up to $1,000 and/or up to 6 months in jail per offense. Lincoln Municipal Code violations layered on top are infractions starting at $100 under §1.16 and Gov. Code §53069.4, escalating to $200 and $500 for repeat offenses within 12 months.
