The code defines feeding as leaving food, water, or other sustenance outside a building, and lists high-risk species including the striped and spotted skunk, raccoon, fox, bat, coyote, badger, bobcat, weasel, and feral cat, along with other high-risk disease carriers. Feral-cat feeding is expressly covered. Unsecured trash and outdoor pet food can amount to unintentional feeding.
