West Sacramento's Fence Regulations: The Rules That Matter

By CityRuleLookup Editorial Team

Every city handles fence regulations a little differently. In West Sacramento, California, there are 4 distinct rules that residents and property owners should be aware of. Some are stricter than what neighboring cities enforce, and others are more relaxed. Here is what you need to know.

Permit Requirements

A building permit is required for any fence over 7 feet in height under the California Residential Code adopted at §15.12. Fences 6 feet or less generally do not require a permit but must still meet §17.22 zoning standards.

Key details: Permit Trigger: Fence over 7 ft tall. Retaining Wall Trigger: Over 4 ft from footing. Permitting Office: Building Division (916) 617-4645.

Construction without a required permit can trigger a stop-work order and double permit fees.

The rules around permit requirements in West Sacramento lean permissive, but that does not mean anything goes.

Height Limits

Chapter 17.22 caps fence height at 3 feet (or 4 feet if 95% visually open) in front yards, street side yards within 45 feet of a corner, and within 10 feet of a street property line. Interior side and rear yard fences may be up to 7 feet tall.

Key details: Code: WSMC §17.22 General Site Regulations. Front Yard Max (open R-1-A/R-2): 4 ft if 95% open, else 3 ft. Other Zones Front Yard: 3 ft max. Side/Rear Yard Max: 7 ft.

Notice of violation under Title 17 with required modification or removal. Continued violations can trigger administrative citation.

Approved Materials

Title 17 and Title 19 together prohibit fences built with 'non-fencing materials' such as junk, tarps, or scrap. Barbed wire, razor wire, and electrified fencing are prohibited in residential zones except where required by other law.

Key details: Prohibited Residential: Barbed wire, razor wire, electrified. Junk Fencing: §19.05 public nuisance. Industrial Exception: Barbed wire above 6 ft inside perimeter.

Notice to Abate under §19.05 with 10-day cure period, then citation.

Neighbor Fence Rules

Shared boundary fences in California are governed by the Good Neighbor Fence Act (CA Civil Code §841), presuming adjoining owners share the cost equally after 30 days' notice. Spite fences over 10 feet are a private nuisance (§841.4).

Key details: State Law: CA Civil Code §841. Cost Sharing: Presumed equal. Spite Fence: Over 10 ft = nuisance. Notice: 30-day notice.

Contact your local code enforcement office for specific penalty information.

If you are coming from a city with tighter rules, you will find West Sacramento gives residents more flexibility on neighbor fence rules.

The Bottom Line

Compared to many U.S. cities, West Sacramento gives residents more room on fence regulations. 2 of the 4 rules here are rated permissive. But permissive does not mean unregulated. There are still requirements, and the city does enforce them when violations are reported.

Keep in mind that West Sacramento can amend these rules at any council meeting. For the most current version of any rule mentioned here, check the specific ordinance page, where we track updates as they happen.
