Apex's Trash & Recycling: The Rules That Matter

Every city handles trash & recycling a little differently. In Apex, North Carolina, there are 3 distinct rules that residents and property owners should be aware of. Some are stricter than what neighboring cities enforce, and others are more relaxed. Here is what you need to know.

Pickup Rules & Schedules

Apex residential garbage and recycling collection is provided weekly by GFL Environmental (formerly Waste Industries) under contract with the Town, governed by Chapter 12, Article IV (Solid Waste Disposal) of the Apex Code of Ordinances. Yard waste collection is performed separately by the Town's own Public Works crews on the business day following the garbage/recycling day. Holiday delays (Memorial Day, July 4, Labor Day, Thanksgiving, Christmas, New Year's) push collection one day later for the rest of that week.

Violations of Chapter 12, Article IV (Solid Waste Disposal) and Article V (Yard Waste Collection) of the Apex Code are enforceable through the Town's Code Enforcement program. Setting out excluded items (hazardous waste, electronics, tires, construction debris, refrigerant appliances) for regular collection is a violation; GFL will leave the item and the resident may be cited. Improper set-out can also result in a missed collection with no return service unless the resident schedules and pays for a Bulk Item pickup. Illegal dumping is a Class 3 misdemeanor for the first offense under NCGS 14-399 (less than 500 lb) and escalates to a Class 1 misdemeanor for 500 lb or more or repeat offenses; commercial dumping is a Class I felony with civil penalties up to $5,000 under NCGS 14-399.4. Illegal dumping into stormwater conveyances or Jordan Lake tributaries adds NC DEQ enforcement under NCGS 143-215.6A with civil penalties up to $25,000 per day, and federal Clean Water Act exposure up to $66,712 per day (2024 adjustment).

Bulk Item Disposal

Bulk items in Apex are collected by Town Public Works for a fee, scheduled through an online service request or by calling Ask Apex at (919) 249-3311. Single items (sofas, chairs, bicycles, grills, tables) are $11 each; multiple items are $60 per load; white goods (refrigerators, washers, dryers) are $18 each; mattresses and box springs are $15 each ($30 minimum with trip fee) and are ONLY collected on FRIDAYS. Items must be at the curb by 6:00 a.m. on the scheduled pickup day. Excluded items include construction debris, household hazardous waste, electronics, and yard waste — these go through separate channels including the South Wake Solid Waste Management Facility at 6130 Old Smithfield Road.

Setting out excluded items (construction debris, hazardous waste, electronics, tires) for bulk collection is a violation and the items will be left at the curb — the resident must remove or properly dispose. Improper disposal of refrigerant-containing appliances without certified recovery violates the federal Clean Air Act regulations at 40 CFR Part 82 with EPA civil penalties up to $46,989 per day per violation (2024 adjustment). Illegal dumping is a Class 3 misdemeanor for the first offense under NCGS 14-399 (less than 500 lb) and escalates to Class 1 misdemeanor for 500 lb or more or repeat offenses; commercial dumping is a Class I felony with civil penalties up to $5,000 per offense under NCGS 14-399.4. Illegal dumping into Jordan Lake tributaries (Beaver Creek, Middle Creek, or unnamed tributaries to the Upper New Hope arm) adds NC DEQ enforcement under NCGS 143-215.6A with civil penalties up to $25,000 per day per violation, plus possible federal Clean Water Act exposure up to $66,712 per day (2024 adjustment).

Bin Placement Rules

Apex residential carts are serviced by GFL Environmental using automated side-arm trucks, which means residents must place carts at the curb with adequate clearance. Roll your cart to the curb the night before your scheduled collection day. Carts must be positioned 3-4 feet apart from each other and from any vehicle, mailbox, fire hydrant, pole, or fence to allow the automated arm to operate. All items must fit INSIDE the cart with the lid fully closed — overfilled carts are skipped. Yard waste is placed loose at the curb (no carts currently used) for separate next-day collection by Town Public Works.

Improperly placed carts may be skipped at the driver's discretion with no return service. Carts left in the right-of-way after collection day, blocking sidewalks, or staged in violation of Chapter 12 can be cited by Apex Code Enforcement as a public nuisance, with citations and abatement at the owner's expense. Overfilled carts (lid not closing), prohibited contents (yard waste, construction debris, hazardous materials, hot ashes, electronics), or yard waste containing dirt/sod/mulch/rocks will result in skipped collection and possible code citation. Persistent violations can result in service-fee additions to the Town utility bill. Illegal dumping of any household, yard, or hazardous waste outside the franchise system is a Class 3 misdemeanor for the first offense (less than 500 lb) under NCGS 14-399 and escalates to Class 1 misdemeanor and Class I felony for larger quantities or commercial dumping with civil penalties up to $5,000 under NCGS 14-399.4.
