Chino's Trash & Recycling: The Rules That Matter
Every city handles trash & recycling a little differently. In Chino, California, there are 6 distinct rules that residents and property owners should be aware of. Some are stricter than what neighboring cities enforce, and others are more relaxed. Here is what you need to know.
Bin Placement Rules
Chino Municipal Code Section 8.16.070 requires that all garbage, recycling, and yard-waste carts be removed from the curb within 24 hours of collection and stored out of public view — behind a fence, inside a garage, or within an enclosure not visible from the public right-of-way. Carts must be placed against the curb with handles facing the residence and at least two feet of clearance from any obstruction.
Key details: Removal deadline: Within 24 hours of pickup. Storage rule: Out of public view (fence/garage/enclosure). Clearance: ≥ 2 feet from any obstruction. Code section: Chino Municipal Code § 8.16.070. Enforcement: Chino Code Compliance 909-334-3327.
Leaving carts at the curb beyond 24 hours after pickup, or storing carts in front-yard view between service days, is a Municipal Code violation enforced by Chino Code Compliance (909-334-3327). Typical enforcement is a courtesy notice, then administrative citation under Title 1 — usually $100 first offense / $200 second / $500 third within 12 months. Blocking a sidewalk, bike lane, or fire hydrant with a cart is independently a Vehicle Code/Fire Code violation.
Recycling Requirements
Recycling participation is mandatory in Chino under Chino Municipal Code Chapter 8.18 (Specific Regulations for Organic Waste Disposal Reduction, Recycling and Solid Waste Collection, added by Ordinance No. 2021-014), which implements California AB 341 (commercial recycling), AB 1826 (organics recycling), and SB 1383. Single-family residences must use the blue-lid recycling cart; businesses and multi-family complexes (5+ units) must subscribe to recycling and organics service or self-haul to a permitted facility.
Key details: Local code: Chino Mun. Code Ch. 8.18 (Ord. 2021-014). State mandates: AB 341, AB 1826, SB 1383. Commercial threshold: 4 cu yd solid waste/week. Multi-family threshold: 5+ units. C&D diversion: 65% (CALGreen § 5.408 / Form CD-1).
Failure to subscribe to recycling service when required by AB 341/AB 1826, contamination of the blue cart with trash or organics, and failure to submit a C&D recycling plan are violations of Chino Municipal Code Chapter 8.18. WM is required to monitor carts (Smart Truck cameras) and issue contamination notices; persistent contamination after notice is an infraction citation under Title 1 (typically $100 / $200 / $500 escalating). Businesses found noncompliant on the mandatory compliance form may be cited and reported to CalRecycle.
Compared to other cities, Chino takes a harder line on recycling requirements. The enforcement and penalty structure reflects that.
Pickup Rules & Schedules
The City of Chino contracts curbside refuse, recycling, and organics collection to Waste Management (WM) under an exclusive franchise codified in Title 8 (Health and Safety) of the Chino Municipal Code. Every single-family home receives weekly automated service of three 95/96-gallon carts: black-lid trash, blue-lid (gray-lid on older carts) recycling, and green-lid organics. Carts must be at the curb by 6:00 a.m. on the assigned service day and removed within 24 hours of pickup.
Key details: Hauler: Waste Management (exclusive franchise). Cart system: Three 95-gal carts (black/blue/green lids). Setout deadline: 6:00 a.m. on service day. Code title: Chino Municipal Code Title 8 (Health & Safety). City contact: Environmental Services 909-334-3289.
Failure to subscribe to mandatory service, repeated late setout, or blocking the automated cart so it cannot be serviced are enforceable under Chino Municipal Code Title 8 and the general-penalty provision in Title 1 (infraction — typically $100 first / $200 second / $500 subsequent within 12 months). Extra material outside the cart may be left behind or billed as an overage. Self-hauling residential trash to bypass the franchise is prohibited.
Illegal Dumping
Illegal dumping in Chino is enforced under California Penal Code § 374.3 (waste-matter dumping) and Chino Municipal Code Title 8 (Health and Safety) nuisance provisions. Penal Code § 374.3 sets escalating fines from $250 up to $3,000 per offense (plus mandatory cleanup costs and possible community service), and commercial dumping is a misdemeanor with fines up to $10,000 and possible vehicle impoundment.
Key details: State statute: Cal. Penal Code § 374.3. 1st-offense fine: $250–$1,000 (infraction). Commercial dumping: Misdemeanor; up to $10,000 + vehicle impound. Local code: Chino Mun. Code Title 8 (nuisance). Report to: Chino Code Compliance 909-334-3327.
First offense (infraction under PC § 374.3(b)): $250–$1,000 plus mandatory removal. Second offense within 12 months: $500–$1,500. Third or subsequent: $750–$3,000. Commercial dumping is a misdemeanor with fines up to $10,000 plus vehicle impoundment under PC § 374.3(h). The court may add 8–24 hours of community service performing litter abatement and require the violator to pay cleanup costs. Local code-compliance citations under Chino Municipal Code Title 1/Title 8 are separate and may run concurrently — typically $100/$200/$500.
This is one of the stricter rules in Chino's municipal code. If you are unsure whether your situation complies, it is worth checking with the city before proceeding.
Bulk Item Disposal
Single-family residential customers in Chino receive up to three (3) free bulky-item curbside pickups per calendar year through Waste Management, plus a separate allotment of up to three e-waste items per year. Acceptable items include furniture, mattresses, and appliances; excluded are construction debris, tires, hazardous waste, and anything two people cannot safely lift. Pickups must be scheduled in advance — placing bulky items at the curb without a scheduled appointment is prohibited.
Key details: Free bulky pickups: 3 per calendar year (single-family). Free e-waste pickups: 3 items per calendar year. Extra pickup fee: ~$38.18 each (FY 2024/2025). How to schedule: WM 1-800-423-9986 (advance only). Excluded: Tires, C&D debris, hazardous waste, car bodies.
Placing bulky items at the curb without a scheduled pickup, or leaving excluded items (tires, C&D, hazardous waste) for collection, is treated as illegal dumping or unlawful storage of refuse and is enforced under Chino Municipal Code Title 8. Cal. Penal Code § 374.3 makes dumping waste matter on public or private property without consent an infraction or misdemeanor — $250–$1,000 first offense, $500–$1,500 second, $750–$3,000 third — with mandatory cleanup costs.
The rules around bulk item disposal in Chino lean permissive, but that does not mean anything goes.
Yard Waste Collection
Chino single-family residents receive a 95-gallon green-lid organics cart that takes BOTH yard waste and food scraps under California SB 1383, codified locally in Chino Municipal Code Chapter 8.18. Acceptable yard waste includes grass, leaves, plant material, and branches up to 3 inches in diameter. Plastic bags (including 'compostable' bags) are prohibited.
Key details: Cart color: Green lid, 95 gallons. Branch limit: Up to 3 inches diameter. Food scraps allowed: Yes — all food, food-soiled paper. Plastic bags: Prohibited (even 'compostable'). Code: Chino Mun. Code Ch. 8.18 / Cal. PRC § 42652.5.
Putting prohibited material in the green cart (plastic bags, treated wood, animal waste, hazardous items) triggers a contamination notice and may result in an infraction under Chino Municipal Code Chapter 8.18 (typically $100 first / $200 second / $500 third within 12 months). Failure to subscribe to organics service is itself a violation under SB 1383 implementing regulations and Chapter 8.18. Self-hauling yard waste to a private composter is allowed only if the resident maintains documentation; backyard composting may substitute for cart use but does not relieve service-subscription requirements.
The Bottom Line
Chino is tougher than many cities when it comes to trash & recycling. Out of the 6 rules covered here, 2 are rated strict. If you are a homeowner, renter, or business owner in Chino, take the time to understand these requirements before they become a problem. Most violations come with fines, and some repeat violations can escalate.
