Summary
Harnett County Code § 151.048 requires a written permit from the Building Inspector before any construction, alteration, repair, removal or demolition of a building. Work costing $1,000 or less, with no change to egress, stairways, elevators or fire escapes, is exempt.
Building permit. No person shall commence or proceed with the construction, reconstruction, alteration, repair, removal, or demolition of any building or other structure, or any part thereof, without a written permit therefor from the Building Inspector; provided, however, that no building permit shall be required for work the total cost of which does not exceed $1,000 and which does not involve any change of the structural parts of the stairways, elevators, fire escapes, or other means of egress of the building or the structure in question. In cases where additional sewage will be created and the building will not be connected to a public sewage system, no permit will be issued until the owner receives a certificate of approval of his or her proposed method of sewage disposal from the county's Health Department.

048(A) sets the building-permit trigger: no one may commence or proceed with construction, reconstruction, alteration, repair, removal or demolition of a building or structure without a written permit from the Building Inspector. The only carve-out is work totaling $1,000 or less that does not change structural parts of stairways, elevators, fire escapes or other means of egress. If the project will add sewage flow and the building will not tie into a public sewer system, no permit issues until the owner gets a septic approval from the county's Health Department.
048(D) requires an Electrical Inspector permit for wiring work, except for utility-company equipment used in generation, transmission, distribution or metering. 050 adds that detailed plans and specifications must accompany any application where estimated cost exceeds $330,000, or wherever the Inspector deems plans necessary, and a copy must stay on site until the work is finished and approved. 054 six months after issuance if work has not started, or immediately if work is discontinued for 12 months. 056, and failing to obtain the permit before starting doubles the fee owed.
Violations & Fines
Working without the required permit, beginning work before it issues, or letting a permit lapse under § 151.054 and continuing anyway are violations enforceable under § 151.999. Section 151.056 separately doubles the permit fee for anyone who starts work before obtaining the required permit, on top of any misdemeanor penalty the Inspections Department pursues.
