Weber County, UT Building Safety: Building Permits (2026)

Section 12-3-1, International Building Codes Adopted, adopts 'the specific editions of a nationally recognized code authority as adopted and amended by the State of Utah and published in Title 15A of the Utah Code' as the Building Code of Weber County, covering 'the erection, construction, enlargement, alteration, repair, moving, removal, demolition, conversion, occupancy, equipment, use, height, area and maintenance of all buildings or structures in the county,' and it is this adoption that creates the permit requirement and fee structure for construction work. Section 12-3-2 makes it unlawful to do any of that work, or cause it to be done, in violation of the adopted codes, and calls a violation a class B misdemeanor unless another penalty applies.

The permit fee itself follows the valuation table in Section 12-3-6: $69.25 for work valued up to $2,000, rising in tiers to $5,608.75 for the first $1,000,000 of valuation plus $3.65 for every additional $1,000 above that. Section 12-3-7 has the building official use the International Code Council's published valuation data to set a project's total valuation, except finished basements, which are valued at half the square-foot cost table. Section 12-3-8 adds inspection-specific charges on top of the permit fee: $150 for electrical work, $100 each for plumbing and mechanical, and a one percent state surcharge.

Anyone who starts work requiring a permit before actually obtaining it owes an additional fee equal to the full permit fee once the permit is issued, on top of the permit fee itself, under Section 12-3-8, item 6. Utility companies are also barred from connecting service to a structure or equipment requiring a permit until the building official approves it, under Section 12-3-5.
