Seminole County, FL Building Safety: Electrical Permits (2026)

Appendix A Sec. 1 to the Seminole County Building and Construction Code specifies which model codes govern electrical work: the Florida Building Code, 2023 8th edition, the National Electrical Code and NFPA 70 control design, construction, erection and installation of electrical components, appliances, equipment and systems in buildings the county regulates. The Florida Fire Prevention Code and NFPA 70 separately govern the ongoing use and maintenance of installed electrical systems, while the Florida Building Code, Existing Building, together with NFPA 70, governs alteration, repair, relocation, replacement and addition of electrical components in existing structures.

Because Sec. 4 folds these referenced codes into the county's building code, any electrical contractor working in Fern Park, Forest City, Heathrow, Geneva or Chuluota, the unincorporated communities this code reaches, must design and install wiring to NEC and NFPA 70 standards before the Seminole County Building Division will approve the work. 1 requires an owner or authorized agent to first obtain a permit from the building official before erecting, installing, enlarging, altering, repairing, removing, converting or replacing any electrical system regulated by the code.

For facilities needing frequent minor electrical service, Sec. 1 lets the building official issue an annual facility permit in lieu of a separate permit for each alteration, valid for one year from issuance and requiring a separate permit per facility and per trade. The building official, under Sec. 1, has authority to interpret these referenced-code requirements and adopt procedures clarifying how the NEC and NFPA 70 provisions apply to a specific project.
