City of Mount Vernon Code § 149-34, part of Chapter 149's fire-protection article for multiple dwellings, sets six standing maintenance duties for elevators, dumbwaiters and escalators. Cars must carry durable, conspicuous signs showing rated capacity, and must have an approved way to send an emergency signal outside the hoistway. Hoistways and pits must stay free of refuse, and machine rooms must stay free of oil, grease and flammable liquids and cannot be used to store anything unnecessary to the equipment's upkeep. Section 149-34F separately bars anyone from disabling a required safety or electrical protective device except during an actual test, inspection or maintenance operation.

The Commissioner of Buildings enforces this section under § 149-41 alongside the Commissioner of Public Safety and the Fire Commissioner, with mandatory inspections of multiple dwellings at least once every four years under § 149-41C(1) and investigation of every complaint received. A defect triggers a written notice of violation under § 149-43 with a compliance deadline; an owner can request a hearing under § 149-54 within five days of service, and the Commissioner can order immediate abatement under § 149-46 when the hazard is urgent, with a minimum eight-hour compliance window.
