Full Breakdown

04 of the Sacramento County Code adopts the 2025 California Fire Code, Title 24, Part 9, for the county, including its incorporated cities except where a fire protection district's own ordinance controls; County of Sacramento Resolution No. 2026-0061, ratified by the Board of Supervisors on January 27, 2026, in turn makes Sacramento Metropolitan Fire District Ordinance No. 2025-02 the controlling rule within that district. 7, following Title 25 of the California Code of Regulations. 10. 040 defines 'municipality' to include both the incorporated and unincorporated areas of the county for Fire Code purposes, and defines 'Chief' as the chief fire code official of whichever fire protection district, community services district or fire department has jurisdiction over the property.

020 gives that Chief, or the Sacramento County Airport System Fire Chief for county airport properties, the authority to enforce the chapter and issue citations. 1: for most unincorporated parcels the board of appeals is the board of directors of the fire protection district or community services district with jurisdiction, and for Sacramento County Airport System properties it is the county Board of Supervisors.

Violations & Fines

Chapter 17.04 carries no separate penalty clause, so a Fire Code violation, including placing a manufactured home without the required sprinkler system, falls under the county's general penalty at § 1.01.190: a misdemeanor punishable by up to a $1,000 fine, up to six months in county jail, or both, with each day the violation continues, is committed, or is permitted treated as a separate offense.

Frequently Asked Questions

Does Sacramento County require fire sprinklers in new manufactured homes?
Yes. Section 903.2.8.1.1, added to the county's Fire Code amendments at § 17.04.050, requires fire sprinkler systems in new manufactured homes under Health and Safety Code §§ 18007 and 18009, and in two-unit multifamily manufactured homes under § 18008.7, installed to Title 25 California Code of Regulations standards.
Who enforces the fire sprinkler requirement in unincorporated Sacramento County?
The Chief of whichever fire protection district or community services district has jurisdiction over the property enforces Chapter 17.04 and can issue citations, per § 17.04.020. For county airport properties, the Sacramento County Airport System's Fire Chief enforces the chapter instead.
Do garages next to a sprinklered house need sprinklers too?
Yes. Section 903.2.18.1 requires that a Group U private garage or carport within six feet of a Group R dwelling already equipped with automatic fire sprinklers also be protected by sprinklers, installed under NFPA 13D or NFPA 13 as applicable to the structure.
Can a homeowner appeal a fire sprinkler citation?
Yes, under amended Section 112.1. Most appeals go to the board of directors of the fire protection or community services district with jurisdiction over the property; appeals involving Sacramento County Airport System properties instead go to the county Board of Supervisors.
