Summary
Lake County's fire protection standards require sprinkler systems in any multiple-family dwelling three stories or taller. LDR § 9.08.02(B)(1) treats that sprinkler system's water demand as additional to, not a substitute for, the project's required fire-flow capacity. For one- and two-story subdivisions without a water system, a residential fire sprinkler system is one County-approved alternative to installing dry hydrants.
Water Supply for Multiple-Dwelling Complexes as Defined in Florida Building Code. Water supplies for multiple dwelling complexes Shall meet the requirements for Commercial Structures with the following additions, not to exceed three thousand five hundred (3,500) gpm, as per Insurance Services Office:1.Sprinkler systems. Multiple-family dwelling three or more stories in height are required to have sprinklers. The water requirement for a fire sprinkler system is in addition to the required fire protection water flow.C.Commercial Waterflow Requirements. Fire flows in commercial, institutional, industrial Areas and Apartment or multi-unit complexes, Shall provide a minimum of seven hundred fifty (750) gpm at twenty (20) psi residual pressure. Larger commercial/industrial parks or industrial plants, major shopping centers, schools, and similar uses Shall have a fire flow capacity as determined necessary by the Fire Official. For Structures with less than a 1000 gpm requirement, the Fire Official may consider such alternatives that may provide for alternate fire protection water supplies. These alternatives may include, but are not limited to, fire sprinkler systems and water storage tanks with approved distribution systems. Such approval Shall consider certain criteria such as:
1.Type Construction.2.Square footage.3.Type occupancy.4.Hazardous conditions.5.Other fire protection measures. (Ord. No. 1996-42, § 1, 5-7-96; Ord. No. 2003-32, § 2, 4-22-03)

Full Breakdown
02(A) sets Needed Fire Flow for one- and two-story, one- and two-family dwellings on a sliding scale keyed to the distance between buildings, from 750 gallons per minute at thirty-one feet or more apart up to 1,500 gpm at ten feet or less, with one fire hydrant required for every 1,000 gpm needed. 02(A)(2) offers exceptions: subdivisions with a qualifying water source like a canal, pond or lake can use a 'dry hydrant' within 500 feet of every lot; subdivisions with one-acre-or-larger lots need no water supply at all; and subdivisions with smaller lots need an alternative approved by the County Manager or designee, which can be either a residential fire sprinkler system or spacing homes sixty feet apart with thirty-foot setbacks and thirty feet of clear space on all sides.
02(B)(1) makes sprinklers mandatory for any multi-family dwelling three or more stories tall, with the sprinkler system's water demand added on top of the flow otherwise required, not credited against it. 02 to approve alternatives such as sprinkler systems or water storage tanks, weighing construction type, square footage, occupancy and hazard conditions. 06 bases fire-flow calculations on the Insurance Services Office Rating Schedule, with records kept at the Lake County Fire Rescue Administrative Offices, 315 W. Main Street, Tavares.
Violations & Fines
Lake County ties compliance to the building permit process: the Fire Official and County Manager or designee must approve the water-supply and sprinkler design under §§ 9.08.02 and 9.08.03 before construction proceeds, and a project that skips a required sprinkler system or falls short of its fire-flow capacity cannot obtain a certificate of occupancy. Because these standards sit inside the Land Development Regulations, noncompliance is also enforceable as a code violation under Chapter 8, Lake County Code.
