Butte County, CA Building Safety: Fire Sprinkler Requirements (2026)

Chapter 26, Article VI of the Butte County Code governs Limited Density Owner-Built Rural Dwellings, a permit path the county created for owner-built homes on rural parcels under Ordinance No. 4110 (2016), amended by Ordinance No. 4146 in 2018. Section 26-89, "Fire safety regulations," requires that every application under this article be reviewed by Cal Fire Butte County for compliance with Public Resources Code sections 4290 and 4291, the state defensible-space and building-standard statutes, in addition to county code. Beyond that state-law cross-check, the section adds a local numeric trigger: any residential structure built under this permit path that exceeds 1,200 square feet must have fire sprinklers installed, connected to an automatic residential system that complies with NFPA 13D or the current California Residential Code.

Manufactured homes are carved out of the sprinkler mandate entirely. The same section separately requires compliance with the "Materials and Construction Methods for Exterior Wildfire Exposure" provisions of the California Residential Code or Chapter 7A of the California Building Code, covering ignition-resistant siding, roofing, vents, and eave detailing. Because these dwellings are reviewed outside the standard technical codes under Section 26-88, the Building Official uses this article as the specific fire-safety backstop; compliance is confirmed at plan review before the Building Division issues a permit under Section 26-85's fee schedule, and again at final inspection under Section 26-83 before occupancy is authorized.
