San Joaquin County, CA Building Safety: Green Building Code (2026)

The Board of Supervisors did not write green building rules of its own here. Section 8-1016 enacts a state document as San Joaquin County law, which is why the standard a project is held to in the county is whatever the 2025 California Green Building Standards Code prints, carried across intact the moment the Board adopts it. That adoption is not total in two ways. 1 are excluded, so nothing in them becomes county law under this section even though they are bound into the same state volume.

Second, the section adopts the code except those portions which are not adopted or which are amended specifically hereinafter, meaning the county's own amendments that follow in the chapter control wherever they differ from the printed state text. An applicant in San Joaquin County therefore reads two layers in order, the adopted state code first and then the county amendments to it, and the second layer wins on any point where the two do not match. Because the adoption is worded the same way as the county's other code adoptions, the green building requirements are not run as a separate review.

The Community Development Department applies § 8-1016 in the same plan check and inspection sequence as the county's building, electrical, mechanical and plumbing codes, so the sustainability, water efficiency and construction waste standards in the adopted code are verified alongside structural and trade work on the same permit.
