New York's Energy Conservation Construction Code, Title 19 NYCRR Part 1240, sets baseline energy standards. The state also publishes NYStretch-2020 through NYSERDA, which municipalities may adopt for stricter performance approximately eleven percent better than baseline. Several Nassau villages and the Town of North Hempstead have adopted NYStretch or are considering it. Provisions cover insulation, air sealing, mechanical ventilation, lighting controls, and electric-readiness for vehicle charging and heat pumps. The state's All-Electric Buildings Act, signed 2023, will require electric-only new construction starting 2026 for buildings under seven stories statewide. Climate Smart Communities certification recognizes participating local governments.
