Footing inspections shall be made after excavations for footings are complete and any required reinforcing steel is in place prior to the placement of concrete... Close-in inspection shall be made after the roof, masonry, framing, firestopping, draftstopping and bracing are in place in conjunction with any required approvals of the rough plumbing, mechanical and electrical inspections... Final inspection shall be made after the permitted work is complete and prior to occupancy.

Full Breakdown

The Code Official inspects work at seven defined stages under the Building Code: footing and foundation, foundation, exterior framing, weather barrier, close-in (covering rough plumbing, mechanical and electrical work), insulation, and final. Permit holders must notify the Code Official when work is ready, and no work may be covered or concealed until that stage is approved. A final inspection is required before a certificate of occupancy issues. This applies in unincorporated New Castle County, and may extend to an incorporated municipality only if that municipality's governing body formally elects to be included. Wilmington and Newark run their own separate building codes and are not covered here.

Violations & Fines

Covering or concealing work before the Code Official approves that inspection stage violates the Chapter. The Code Official may also suspend or revoke a permit issued in error or noncompliance, triggering additional inspection fees and administrative penalties.

Frequently Asked Questions

What building inspection stages does New Castle County require?
Seven stages: footing and foundation, foundation, exterior framing, weather barrier, close-in, insulation, and final inspection, under Code § 6.03.018. Work cannot be covered until each stage is approved by the Code Official.
Does this inspection process apply inside Wilmington or Newark?
Not automatically. The county Building Code applies to unincorporated territory and extends into an incorporated municipality only if that municipality's governing body formally elects to be included. Wilmington and Newark have their own building codes.
Who is allowed to perform the required inspections?
A County employee authorized by the Code Official, or an approved third-party inspector or design professional. A third party may perform the final inspection only with the Code Official's express permission.
