Sec. 3-10(b) directs the county to "require inspections, made by various county departments, for all places in the county to ascertain if all provisions of this chapter and all other applicable ordinances of the county have been complied with prior to the issuance of such a permit," giving the Building Official broad authority to coordinate inspections across departments during construction. The county then locally amends the state's final inspection standard: Sec. " No certificate of occupancy can issue until this final inspection, and the certificate itself is separately required under Sec.

3-17 before any building can be occupied. For projects relying on an on-site well, spring, or surface water supply, Sec. 5, per Sec. 3-10(a), including the power to cite or arrest for noncompliance discovered during an inspection.
