§ 13.09.040. Inspections. (1) The installer shall request inspections at each stage of the installation as required by the building official. (2) The Building & Fire Safety Division shall approve the installation of a manufactured home, and allow the manufactured home to be occupied if the installation complies with the installation requirements of this Chapter and the conditions of the installation permit. (3) If the installation does not comply with the installation requirements of this chapter and the conditions of the installation permit, the Building & Fire Safety Division shall provide the installer with a list of corrections that the installer must make. The list of corrections shall state a date by which the corrections must be completed. The Building & Fire Safety Division shall reinspect the installation after the corrections are completed. If the items that require correction do not endanger the health or safety of the occupants, or substantially affect the habitability of the manufactured home, the Building & Fire Safety Division may permit the owner of the manufactured home to occupy it.

Before installation, the owner or dealer must obtain an installation permit from the Yakima County Permit Services Division, submitting the owner's contact information, the manufacturer and dealer, the home's title and serial number, the certified installer's name and certification number, and, for private-property placement, a scaled site plan showing setbacks, easements and utilities. 09's standards and the permit's conditions. Homes that do not meet 1976 HUD manufactured housing standards must also pass a separate Fire Safety Inspection from the Washington State Department of Labor and Industries Mobile Home Division before the county issues the installation permit. Starting installation or moving a home onto a site before the permit issues triggers an investigation fee equal to the county's enforcement cost, on top of the standard permit fee.
Violations & Fines
Violations of Chapter 13.09, including skipped stage inspections or occupying a home before the Division's final sign-off, are enforced under YCC Section 13.09.075, which routes enforcement through the general Title 13 penalty chapter, YCC Section 13.25. That chapter authorizes the Building Official to issue notices of violation, misdemeanor citations and civil infractions, with continuing noncompliance treated as a separate offense for each day it persists.
