Summary

Collier County stamps every approved building permit set 'Reviewed for Code Compliance' under Sec. 107.3.1 and keeps one set on file while the other stays on-site for the inspector, and Sec. 110.3 requires a foundation inspection after trenches are excavated and forms erected, followed by a licensed surveyor's spot survey within ten calendar days confirming the building's location and floor elevation.

These county ordinances apply to unincorporated areas of Collier County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

Full Breakdown

Once the building official approves construction documents, Sec. 1 requires the set to be marked, in writing or by stamp, "Reviewed for Code Compliance"; the county keeps one reviewed set, and the other must stay at the job site, open to inspection by the building official or an authorized representative, though a digital copy on-site now satisfies that requirement too. Sec. 3 sets out the foundation inspection: it has to occur after trenches are excavated and forms erected, and within ten calendar days of that inspection the permit holder must submit a spot survey depicting the building's foundation to the authority having jurisdiction.

Where a structure doesn't get a foundation inspection but needs a minimum floor elevation, the spot survey instead becomes due before the certificate of occupancy or completion is issued. That survey has to be prepared and certified by a Florida-registered land surveyor in a form the building official accepts, though the building official can waive the requirement for certain small, non-habitable structures. The county's definitions section, also part of Sec. 22-26, distinguishes a "repair" (restoring or renewing a damaged part) from a "replacement" (removing an entire component and installing a new one) and from "like for like" work (similar use, type, operation and connection), distinctions that determine which permit exemptions and inspection triggers apply to a given repair job.

Violations & Fines

Skipping a required inspection or proceeding past the foundation stage without the surveyor's spot survey is enforced under Sec. 22-28 like any other building-code violation: a fine of up to $500, up to sixty days in the county jail, or both, with each day of continued noncompliance treated as a separate offense, court costs added, and further enforcement available under F.S. Section 125.69 or Chapter 162.

Frequently Asked Questions

What is a spot survey and when is it due in Collier County?
It's a Florida-registered land surveyor's certified drawing of the building's foundation location and elevation. Sec. 110.3 requires it within ten calendar days of the foundation inspection, or before the certificate of occupancy if the structure has no foundation inspection but needs a minimum floor elevation, unless the building official waives it for a small, non-habitable structure.
Do I need to keep my approved plans on the job site?
Yes. Sec. 107.3.1 requires the building official to stamp approved plans 'Reviewed for Code Compliance,' keep one set on file, and return the other to be kept at the site of work where the building official or an authorized representative can inspect it; a digital copy available on-site now satisfies that same requirement.
What's the difference between a repair and a replacement under Collier's building code?
Collier's definitions treat a 'repair' as restoring or renewing a damaged part, a 'replacement' as removing an entire component and installing a new one, and 'like for like' as matching use, type, operation and connection. Which label applies decides whether a job qualifies for a Sec. 105.2.4 exemption or instead triggers the foundation inspection and spot-survey steps under Sec. 110.3.
