Pitt County, NC Building Safety: Plumbing Permits (2026)

Section 8(B) of the Building Codes Enforcement Ordinance provides that every building or structure intended for human habitation, occupancy, or use shall have plumbing systems or fixtures installed, constructed, altered, extended, repaired or reconstructed in conformance with the minimum standards of the North Carolina State Plumbing Code, and requires that all plumbing systems connect to a sanitary sewer system or other disposal system approved by the county health department. Section 5 confirms the Plumbing Code is one of the components of the North Carolina State Building Code adopted as Pitt County's building code.

Section 14(B) requires a permit for the installation, extension or general repair of any plumbing system. Section 19(B) requires a pre-underslab inspection after plumbing facilities are roughed in, before concrete is placed, and Section 19(D) requires a frame/rough-in inspection after plumbing pipes are installed but before they are covered by insulation or finishes. As with other trades, Section 17(F) allows an owner-occupant to pull a personal plumbing permit if they will occupy the structure at least 12 months after completion and satisfy the Inspector they are competent to do the work.
