Sarasota County's Building Division enforces plumbing permitting through Code § 22-34, which amends the administrative chapter of the Florida Building Code adopted countywide by § 22-33. 1, as locally amended, requires anyone who wants to erect, install, enlarge, alter, repair, remove, convert, or replace a plumbing system regulated by the technical codes to first apply to the Building Official and obtain a permit before starting work. Ten enumerated exceptions exempt minor tasks: stopping a leak in a drain, water, soil, waste, or vent pipe needs no permit, but if a concealed trap or pipe is defective and must be removed and replaced with new material, that work is reclassified as new work requiring both a permit and an inspection.

Clearing a stoppage, repairing a pipe or valve leak, or swapping a water closet is also exempt, so long as the job does not involve replacing or rearranging valves, pipes, or fixtures. Work with an aggregate contract price under $1,000 is exempt too, unless it is part of a larger project split into smaller contracts to dodge the permit requirement, a determination the Building Official makes case by case. 1, and no amendment to a permit is released until any additional fee tied to a higher estimated project cost is paid.

A permit becomes invalid if the authorized work does not commence within six months of issuance, or is suspended for six months once started; the Building Official may grant one 90-day extension if the property owner requests it in writing before the permit lapses, and all work must finish within three years of issuance.
