A permit must be obtained in advance and all other requirements of the Building Ordinance must be complied with whenever a building or parts of appurtenance thereof, such as water supply, sewage disposal, plumbing installation, electrical installation and heating equipment located outside the limits of cities, villages and incorporated towns of this county and regulated by the Building Ordinance, is erected, installed, altered, converted, remodeled, re-roofed, structurally repaired, moved or changed, except as provided hereafter. Exception: Emergency repairs as long as the building permit is applied for on the next business day.

Full Breakdown

Will County Code Chapter 150 requires a permit in advance for plumbing installation (along with water supply, sewage disposal, electrical work and heating equipment) on property outside the limits of cities, villages and incorporated towns. The county adopted the 2018 International Codes but expressly removed the International Plumbing Code, substituting the 2014 Illinois State Plumbing Code and Will County Health Department requirements for all plumbing work. The Chief Building Official, created under § 150.006, enforces the ordinance; permit and inspection fees are set in the Chapter 158 fee schedule.

Violations & Fines

Building without the required permit triggers penalties under § 150.999 and can block issuance of future permits until violations are resolved.

Frequently Asked Questions

Does this permit rule apply inside Joliet or Bolingbrook?
No. Will County's Building Ordinance covers only unincorporated territory outside cities, villages and incorporated towns; Joliet, Bolingbrook, Romeoville and similar municipalities enforce their own plumbing codes.
Which plumbing code governs the work?
The 2014 Illinois State Plumbing Code, not the International Plumbing Code: the county's ordinance expressly removed IPC references in favor of the state code.
