Seminole County, FL Building Safety: Plumbing Permits (2026)

Appendix A Sec. 4 to the Seminole County Building and Construction Code makes the Florida Building Code, Plumbing volume the governing standard for installing, altering, repairing or replacing plumbing systems, including equipment, appliances, fixtures, fittings and appurtenances connected to a water or sewage system, and for every aspect of a medical gas system. 1 requires the property owner or an authorized agent to apply to the building official and obtain a permit before any plumbing installation, alteration, repair or replacement covered by the code begins.

The code carves out a short list of true minor-repair exemptions under Sec. 2's Plumbing category: stopping a leak in an accessible drain, water, soil, waste or vent pipe does not need a permit, but if a concealed pipe is defective and must be removed and replaced with new material, that work is treated as new work requiring a permit and inspection. Clearing a stoppage, repairing a leak in pipes, valves or fixtures, or removing and reinstalling a water closet is also exempt, so long as the repair does not require replacing or rearranging valves, pipes or fixtures.

3 requires the permit application to be filed in writing on a Building Division form, dated, and evaluated under the code edition in effect on that date; since October 1, 2017, the Building Division has been required to post each permit application type on its website and accept electronic submission. Emergency plumbing repairs get a grace period under Sec. 1: the permit application must still be filed, but only by the next working business day after the emergency work is performed.
