Full Breakdown
3 of the county's Administrative Construction Code (Sec. 6-133) folds the Florida Building Code, Plumbing into every plumbing job the county permits, covering equipment, appliances, fixtures, fittings and appurtenances connected to a water or sewage system, and all aspects of medical gas systems in commercial buildings. 1 then sets the general permit trigger: any owner or authorized agent who intends to erect, install, enlarge, alter, repair, remove, convert or replace a plumbing system regulated by the code must first apply to the Growth Management building official and obtain a permit before work begins.
2: stopping a leak in a drain, water, soil, waste or vent pipe does not need a permit unless the pipe must actually be removed and replaced, in which case it becomes new work requiring a permit and inspection, and clearing a stoppage or repairing a fixture leak, including removing and reinstalling a water closet, is exempt only if it does not involve replacing or rearranging valves, pipes or fixtures. 2, any new building or addition needing a plumbing system with more than 250 fixture units, or costing more than $125,000, must submit plumbing documents sealed by a Florida-registered professional engineer before a permit issues.
Work started before the permit is obtained draws a penalty of 100 percent of the usual permit fee under Sec. 6-134(d), on top of the fee itself, and permit fees follow the schedule the Board of County Commissioners adopts by resolution.
Violations & Fines
Doing plumbing work that requires a permit before one is issued triggers a penalty equal to 100 percent of the normal permit fee, charged in addition to that fee. The building official can also reject a permit application that does not conform to code, revoke a permit issued on incorrect or incomplete information, and require correction of any plumbing work found to violate the adopted Florida Building Code, Plumbing.
