Plumbing work performed without an approved application and valid permit is a misdemeanor under UPC § 103 as amended by WCC § 15.04.050(D), punishable by a fine of up to $1,000, up to 90 days in jail, or both, with each day of continued work counted as a separate offense. The county can also levy a civil penalty of up to $1,000 per day, delivered as a written notice, which the violator may ask the Building Official to reduce within 30 days before appealing to the county council.
