Scaffold safety at construction sites in Corpus Christi is regulated through multiple layers of authority. The federal Occupational Safety and Health Administration (OSHA) enforces scaffold standards under 29 CFR 1926 Subpart L for all construction work in the city. These standards require that scaffolds be designed by a qualified person, erected and dismantled under the supervision of a competent person, and capable of supporting at least four times the maximum intended load. Guardrails, midrails, and toeboards are required on all open sides and ends of scaffold platforms more than 10 feet above the ground. Workers must receive training on scaffold hazards, proper use, and fall protection before working on or around scaffolding. At the local level, Corpus Christi has adopted the 2021 International Building Code (IBC), which addresses construction safeguards including temporary structures and scaffolding in Chapter 33. The Building Official has authority to require compliance with these provisions through the building permit inspection process. Scaffold installations that encroach on public sidewalks or rights-of-way require a separate encroachment or barricade permit from the city. Protective overhead structures (sidewalk sheds) may be required when scaffolding is adjacent to public walkways to protect pedestrians from falling debris. Texas does not operate its own state-level OSHA program, so federal OSHA directly enforces workplace safety standards in Corpus Christi. Violations of scaffold safety requirements can result in OSHA citations, fines, and stop-work orders. The city building inspector can also issue a stop-work order for scaffold installations that do not comply with the adopted IBC standards.
