If scaffolding extends into the public right-of-way, sidewalk, or alley, the contractor must obtain an encroachment permit from Sacramento County Department of Transportation and maintain pedestrian protection (covered walkways) per CBC 3306. For scaffolds over 35 feet tall, stamped engineered drawings are required. Tower and suspended scaffolds require inspection by a qualified person before each shift.
