Per Phila Code Title 4 (adopting 2018 IBC Chapter 33 with Philly amendments), scaffolding permits are issued by Licensing and Inspections (L&I). Sidewalk protection (covered walkway/shed) is required when work occurs within a horizontal distance equal to half the building height. OSHA 29 CFR 1926 Subpart L applies to worker safety. Street closures require a separate Streets Department permit.
