Building setbacks in Springdale are set by Chapter 130 (Zoning Ordinance) Article 4 (District Regulations) of the Springdale Code, which establishes the lot, yard and bulk standards by zoning district. The single-family residential districts SF-1 through SF-4 and the MF-2 through MF-24 multifamily districts share a 30-ft front, 8-ft side and 20-ft rear setback. Variance from the bulk standards is heard by the Springdale Board of Adjustment under the Arkansas zoning enabling authority at A.C.A. Β§14-56-422.
The Springdale Zoning Ordinance is codified as Chapter 130 of the Springdale Code of Ordinances and is the City's comprehensive zoning and development code. Article 4 (District Regulations) establishes the bulk standards - minimum lot area, lot width, front yard, side yard, rear yard, maximum building height and lot coverage - for each district. The City's single-family residential districts share a uniform yard standard: SF-1 (10,000 sq ft minimum lot), SF-2 (8,000 sq ft), SF-3 (7,000 sq ft) and SF-4 affordable housing (6,000 sq ft) each require a 30-ft front setback, 8-ft side setback, 20-ft rear setback and a 35-ft height limit. The MF-2 through MF-24 multifamily districts use the same 30/8/20 yard pattern. The R-E Residential Estate district requires 50-ft front, 20-ft side and 20-ft rear on 1-acre minimum lots, and the A-1 Agricultural district requires 35-ft front, 20-ft side and 35-ft rear on 2-acre minimum lots. The MHP Manufactured Home Park district requires 50-ft front, 10-ft side and 10-ft rear with 4,000 sq ft per home minimum. Commercial districts (O-1, C-1 through C-7) and industrial districts (W-1, I-1, I-2, I-3) generally use a 30-ft front (50 ft when parking is in the front), 0-20 ft side and 20-25 ft rear setback, with a 200-ft setback in the C-7 RV Park district when abutting residential. Variances are heard by the Springdale Board of Adjustment under Article 11 of the Zoning Ordinance, with the applicant required to show practical difficulty or unnecessary hardship consistent with A.C.A. Β§14-56-422 (municipal zoning enabling authority). The Springdale Planning Department (479-750-8114) confirms district and bulk standards for specific parcels.
Building within a required yard or otherwise violating the Article 4 bulk standards is a zoning violation enforceable by Springdale Planning and Code Enforcement, with stop-work orders, refusal of a Certificate of Occupancy and citation in Springdale District Court under Chapter 130 and the general penalty provisions of the Springdale Code. Each day of continuing violation may be cited as a separate offense. Variance requests are made to the Springdale Board of Adjustment under Article 11.
