NSB limits buildings to 45 ft in most zones, 35 ft west of US-1. DeLand (historic overlay) caps heights at 35 to 45 ft; Stetson University area has special design review. Ormond Beach caps oceanfront resort heights around 150 ft. Deltona residential zones allow 35 ft. Height is measured from average finished grade to the midpoint of a pitched roof or top of a flat roof, excluding chimneys, antennas, elevator shafts, and rooftop HVAC (limited 10 to 15 ft above cap). All structures must meet Florida Building Code 7th Edition (2020) under FL Β§553.73 with 140 mph ultimate wind speed (Risk Category II) in most of Volusia and 150+ mph in the coastal high-hazard zone. Variances require PLDRC or zoning board of adjustment hearings.
