Harnett County, NC Building Setbacks & Zoning: Structure Height Limits (2026)

Section 153.093(B) of the Harnett County Code of Ordinances lists "Maximum building height, required" as 35 feet for every residential zoning district: RA-40, RA-30, RA-20M and RA-20R. Section 153.093(A)(10) states the baseline rule for the whole chapter: the maximum height of any structure is the same as required by the underlying zoning district unless otherwise stated in the chapter.

That baseline has one carve-out. Buildings located within the rural center, employment mixed use, or compact mixed use land use classifications are exempt from the district's normal height requirement if they meet two conditions set out in § 153.093(A)(10)(a) and (b): the highest point of the building cannot exceed 85 feet, and the Fire Code Official must certify that the building is designed and equipped to provide adequate fire protection. The section further requires that any building exceeding the standard 35-foot maximum provide an automatic sprinkler system that complies with the North Carolina State Building Code, tying the taller allowance directly to enhanced fire suppression.

Because the 35-foot cap sits inside the same dimensional-requirements table that fixes lot size, lot width, and setbacks for each residential district (§ 153.093(B)), a builder cannot get a height variance without also satisfying those companion lot and yard standards; all of them are administered together by the county's Planning Department as part of the same zoning compliance review before a building permit issues.
