70-1(c)(1) explains how the envelope is drawn. The first plane is measured horizontally across the parcel at 25 feet above the high point of the buildable area boundary line. 60(b), measured at a height of 30 feet. The building envelope is created where those two planes intersect, which is why the practical ceiling lands between 25 and 30 feet depending on how the lot's grade runs. On a lot where the planes never meet, the lower 25-foot plane controls by itself. 70-1(c)(2): any part of a structure taller than 15 feet must step back farther from the side and rear boundary lines, and any part taller than 20 feet must step back from the front boundary, at a rate of 1 foot of additional setback for every 2 feet of height.

The combined effect is that upper stories of a Honolulu house pull inward from the property lines even when the ground floor sits at the ordinary yard line.
