050 bars anyone from conducting, managing or operating an adult entertainment establishment without a valid Spokane County license, and separately bars entertainers, employees and managers from knowingly working in or performing at an unlicensed establishment. 060 disqualifies applicants under 21 outright, though an 18-year-old can be licensed at establishments that serve no intoxicating liquor, and requires every partner in a partnership or officer and director in a corporation applying for a license to individually qualify. 100: a live-entertainment stage at least eighteen inches high and eight feet from the public, guarded by a railing at least three feet tall; adult arcade booths that stay fully visible by direct line of sight to a manager's station with no curtains, doors or displays blocking the view; a minimum lighting level of thirty lux measured thirty inches off the floor on ten-foot centers; and a mandatory two-foot-by-two-foot warning sign listing conduct restrictions for entertainers.

m. 110(d) run $1,500 annually for a live adult entertainment establishment or adult arcade establishment, $150 for an arcade device license, and $150 each for manager and entertainer licenses; establishments offering both live entertainment and arcade devices pay both fee schedules. Licenses expire December 31st each year and cannot be assigned or transferred to another owner, operator, manager, entertainer, premises or device. Late renewal applications draw a graduated penalty of 25 percent of the license fee for 7 to 30 days late, 50 percent for 31 to 60 days, and 75 percent for 61 days or more past due.

Records identifying every entertainer's name, address and age must be kept for two years and are open to inspection during business hours on two days' written notice.
