Where a home business is otherwise allowed, § 23-4-1000 puts the Director of Planning Services in charge of approving or denying the zoning permit; the permit cannot be transferred to a new owner and terminates automatically when the property is conveyed or leased. A permit can be revoked for noncompliance or after three consecutive years without use, but the owner gets mailed notice and fifteen days to request a meeting with the Director before revocation, with a further appeal available under § 2-4-10. Under § 23-4-1010, employees of the Weld County Sheriff's Office, the Planning Department, and the Health Department may enter the property while the home business is open to confirm compliance.

Continuing to operate a vehicle repair shop from a residence after being cited, or after a zoning permit has been revoked under § 23-4-1000(D), is a violation of this Code. Enforcement runs through Chapter 23, Article X: § 23-10-20 makes it a misdemeanor punishable by a fine of up to $100, up to ten days in the county jail, or both, with each day of continued illegal use counted as a separate offense. The County Attorney can also seek a civil penalty of $25 to $1,000 under § 23-10-40, with a continuing penalty of up to $100 per day until the violation is cured.
