2.Motor vehicle repair.(a)Repair or service of motor vehicles in agricultural districts on lots less than one acre in size or in any residential district or residential portion of a planned development district shall be limited to permitted vehicles titled and registered to the owner and/or occupant or a member of the immediate family of the owner or occupant of the dwelling unit where service or repairs are taking place. (b)Repair, restoration, painting or service of motor vehicles as a hobby in agricultural and semi-rural districts on lots greater than one acre shall be permitted subject to the following limitations:(1)A maximum of two unrelated acquaintances, in addition to the owner or occupant, or member of the immediate family of the owner or occupant may repair, restore, service or paint up to two of their own vehicles at any one time. ... (5)No commercial motor vehicle repair, restoration, service or painting shall be permitted.(c)Vehicles used for agricultural operations shall be exempt from these limitations.

Full Breakdown

Sec. 2 splits home auto work into two tracks. Ordinary repair or service, on agricultural lots under one acre or in any residential district, is limited to vehicles titled and registered to the owner or occupant of the dwelling, or to a member of their immediate family, defined in the section as offspring, spouse, sibling, grandchild, grandparent or parent. There's no separate track for a friend's car under this provision: the vehicle has to belong to someone who lives there or their family. On larger agricultural and semi-rural lots, more than one acre, the county allows repair, restoration, painting or service done "as a hobby" under a tighter set of conditions: no more than two unrelated acquaintances may join the owner or a family member in working on vehicles, no more than two vehicles can be worked on at any one time, the work has to happen inside a fully enclosed accessory building set back at least 50 feet from the nearest property line, all materials and equipment must be stored inside or screened from view of neighbors and the street, and the inoperable-vehicle storage limits of Sec.

61 still apply on top of this. Whether ordinary or hobby-track, commercial motor vehicle repair, restoration, service or painting is barred outright as a home accessory use anywhere in the county. Vehicles used for agricultural operations are exempt from all of these limits.

Violations & Fines

An unpermitted home repair operation, whether an unrelated customer's car or an outright commercial shop, is enforced through the Zoning Administrator's standard track: a correction order followed by a civil infraction fine of $200 for the first summons and up to $500 for each later one under Sec. 32-1000.03, or, if a written order goes uncorrected, a misdemeanor fine up to $1,000, rising to $2,000 for continued ten-day periods of noncompliance under Sec. 32-1000.02.

Can I turn my home garage into a repair business?
