Section 130.40.380 sets the baseline rule for wrenching on cars at home: on any residentially zoned lot, maintaining, repairing, or storing a motor vehicle is prohibited by default. The section carves out two ways to do it legally. First, every vehicle being worked on or stored has to be registered to a resident of the property, so a homeowner can repair or store their own cars and those of family members living on-site, but cannot take in a neighbor's or customer's vehicle for repair. Second, any vehicle work that goes beyond personal use has to qualify as a Home Occupation under Section 130.40.160, and that section is explicit that it does not: Subsection F.1 of the home occupation standards lists 'Motor vehicle and other vehicle repair or maintenance (body or mechanical)... and upholstering, painting, or detailing work' and 'Storage of motor vehicles' among the uses that are not compatible with residential activities and cannot be run as a home business, deferring instead to Section 130.40.380's narrower personal-use standard.

Storage location is limited too: vehicles covered by this section cannot sit in any required setback area except the front setback, and there only on an access driveway, so a car cannot be parked in a side or rear yard setback, on the lawn, or blocking a walkway. Together, the rules mean a homeowner can work on and store their own household's registered vehicles in a driveway or garage, but cannot operate anything resembling a commercial auto repair, detailing, or body shop out of a residential property in the unincorporated county.
