Summary

Okaloosa County's home occupation rule bars any equipment or process that produces noise, vibration, glare, fumes, or odors detectable off the property, and forbids outside storage. That standard rules out auto, boat, or vehicle repair as a home business in unincorporated residential zoning.

These county ordinances apply to unincorporated areas of Okaloosa County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

Home occupation: ...No home occupation shall be permitted which might interfere with the general welfare of the surrounding area due to potential noise, increased pedestrian or vehicular traffic or might entail any other condition which would constitute an objectionable use of residential property. Home occupations shall be allowed in any zoning district which permits residential dwellings as a principal permitted use...provided the following criteria are met upon review by the planning staff:a.Criteria.i.Up to two (2) non-residents and family residing on the premises shall be engaged in such occupation.ii.The business shall be "secondary" to the residential use.iii.There shall be no change in the outside appearance of the building or premises, or other visible evidence of the conduct of such home occupation, including outside storage or accessory buildings, other than one sign, not exceeding two square feet in area, non-illuminated, and mounted flat against the wall of the principal building....v.No equipment or process shall be used in the home occupation which creates noise, vibration, glare, fumes, or odors detectable to the normal senses off the premises of the dwelling unit.

Full Breakdown

05(9) allows a home occupation in any district that permits residential dwellings, but only if the business stays secondary to the residential use and passes review by county planning staff. Two conditions make vehicle repair work incompatible on a residential lot: criterion (iii) bars any outside storage or accessory-building use beyond the home occupation's single non-illuminated wall sign (max two square feet), and criterion (v) bars any equipment or process creating noise, vibration, glare, fumes, or odors detectable to normal senses off the premises. Engine work, painting, welding, and parts storage in a driveway or side yard routinely trip both.

Compare Appendix E, Chapter 2's separate commercial-use table, which does permit an "automobile, boat, or vehicle repair garage, mechanical and body" as a listed use in commercial/industrial districts, provided parts and waste material are never stored outside the building; that permission does not extend to residential lots operating under the home occupation standard. Applicants file with the planning and inspection department for a compliance determination before obtaining an occupational license from the tax collector's office. The applicant must sign a notarized affidavit agreeing to keep meeting the criteria; any departure is grounds for license revocation without a refund of the application fee.

A nuisance complaint triggers an inspection, and a permittee found out of compliance gets 30 days to fix the problem or shut the operation down at that site.

Violations & Fines

A code enforcement inspection follows any nuisance complaint about noise, fumes, odors, or outside vehicle work tied to a home occupation. Noncompliance gives the permittee 30 days to correct the condition or cease operating at that address. Continued noncompliance is grounds for revoking the occupational license outright, with no refund of the application fee, ending the home-based repair operation at that site.

Frequently Asked Questions

Can I fix cars in my driveway for money in unincorporated Okaloosa County?
Not as a home occupation under LDC § 2.21.05(9). The section bars any equipment or process creating noise, vibration, glare, fumes, or odors detectable off the property, and outside repair work and parts storage routinely cross that line, so the county's home occupation approval will not cover it.
Where can I legally operate an auto repair shop near Okaloosa Island or Crestview's unincorporated fringe?
Appendix E, Chapter 2's use table permits an automobile, boat, or vehicle repair garage as a listed commercial or industrial use, provided parts and waste material stay inside the building. That is a separate approval track from a home occupation and requires the applicable commercial zoning.
Do I need a license to run a home occupation at all?
Yes. Section 2.21.05(9)(b) requires an application to the planning and inspection department for a compliance finding before you can get a license from the tax collector's office, plus a notarized affidavit agreeing to keep meeting the criteria for as long as the business operates.
