Full Breakdown

24, Junk Dealers, dates to Ordinance 346 of 1917 and still governs buying or selling old rope, iron, brass, copper, tin, lead, rags, slush, empty bottles, paper, bagging or other junk in the unincorporated county, whether at a fixed shop or as an itinerant peddler. 010 requires anyone entering this business to apply to the Board of Supervisors for permission before starting. 020 sends that application to the Sheriff, who investigates the applicant's character and reports back within seven days; the Board must grant permission unless the Sheriff's report shows the applicant lacks good moral character or a reputation for honesty and integrity.

030 lets the Board revoke that permission if the operator disobeys the chapter or runs the business unlawfully. 040 requires a junk shop or junkyard operator to pay a separate license before also working as an itinerant junk peddler. 050 sets the junk shop or junkyard license at fifty dollars per year, payable quarterly in advance, plus one dollar per year for every wagon or vehicle used. 060 sets a separate itinerant junk peddler's license at ten dollars per year for every wagon or vehicle used. 080 requires each junk peddler to wear a numbered circular metal badge issued by the Tax Collector.

Violations & Fines

Operating a junk shop, junkyard, or itinerant junk-peddling business in the unincorporated county without the Board of Supervisors' permission under Section 7.24.010, or without the separate license required by Section 7.24.040, exposes the operator to the Board revoking any permission already granted under Section 7.24.030 for disobeying the chapter or conducting business unlawfully, in addition to any general misdemeanor penalty the County applies to unlicensed businesses.

Frequently Asked Questions

Do I need county permission to open a junk shop in unincorporated Monterey County?
Yes. Section 7.24.010 requires anyone entering the junk-buying or junk-selling business, at a fixed shop or as an itinerant peddler, to apply to the Board of Supervisors for permission first. How much does a Monterey County junk dealer license cost?
A junk shop or junkyard license under Section 7.24.050 costs fifty dollars a year, paid quarterly in advance, plus one dollar a year for each wagon or vehicle used. An itinerant junk peddler pays a separate ten-dollar annual fee per vehicle under Section 7.24.060.
Can Monterey County revoke a junk dealer's permission to operate?
Yes. Section 7.24.030 allows the Board of Supervisors to revoke a junk dealer's permission if the operator fails to obey Chapter 7.24 or conducts the business in an unlawful manner. There is no fixed license term stated; permission continues until revoked.

Yes. Section 7.24.080 requires every licensed junk peddler to wear a circular metal badge, issued by the Tax Collector, showing a number and issuance date, on their outermost garment while working. Vehicles must also display a numbered metal license tag under Section 7.24.070.
