2 makes it unlawful for any person to engage in business as a secondhand dealer without first obtaining a license issued by the director, who for this purpose is Honolulu's director of budget and fiscal services. Because the rule sits in the Revised Ordinances of Honolulu, it applies island-wide across the whole City and County; there is no town-by-town licensing on Oahu. The license is not a freestanding county creation. The ordinance issues it in accordance with the terms, conditions, and penalties enumerated in HRS Chapter 445 and HRS Chapter 486M, so a Honolulu secondhand dealer takes the license subject to both state chapters, and compliance with them is a condition of keeping it.

Subsection (b) makes that explicit: the director may deny an application, or suspend or revoke an existing license, for a violation of the article itself or of HRS Chapter 445 or HRS Chapter 486M.
