Summary

Anyone buying or trading secondhand goods in unincorporated Clark County needs a secondhand dealer's license, plus fingerprinting, a $1,000 bond, and semiannual fees before opening for business.

City-specific rules exist: Henderson, North Las Vegas, and Las Vegas have their own secondhand dealers rules that differ from Clark County's county-level regulations. If you live in one of those cities, check the city-specific page instead.

It is unlawful for any person, firm, or corporation to engage in the business of secondhand dealer, as defined in this chapter, without first obtaining a license therefor, as hereinafter provided. A separate license shall be required for each location, place or premise used for the conduct of the business of secondhand dealer.

Full Breakdown

Clark County Code Section 6.28.030 makes it unlawful to operate as a secondhand dealer in unincorporated Clark County without a license from the director of business license, and a separate license is required for each location. Section 6.28.040 requires a written application, a license-fee deposit, and a nonrefundable investigation fee of at least $150; principal owners and officers must be fingerprinted by the sheriff under Section 6.28.050. Section 6.28.090 requires a $1,000 surety bond, and Section 6.28.160 sets semiannual fees by class: $200 for used vehicle/parts dealers, $175 for general secondhand goods, $100 for single-commodity specialty shops. Licenses run one year and are nontransferable.

Violations & Fines

Operating without a license, or violating any chapter requirement such as the bond, fingerprinting, or posting rules, can lead to license revocation by the county commissioners after a noticed hearing under Section 6.28.180.

Frequently Asked Questions

Does this rule apply to businesses on the Las Vegas Strip?
Yes. The Strip sits in unincorporated Paradise township, so Clark County's secondhand dealer chapter, not the City of Las Vegas code, governs any secondhand dealer located there.
Who issues the secondhand dealer's license?
The Clark County Department of Business License processes applications; the sheriff fingerprints owners and officers, and the board of county commissioners grants or can revoke the license.
