California's Business and Professions Code Β§21625 et seq. sets uniform secondhand dealer rules that supersede most local registration regimes. Dealers buying or trading used merchandise (electronics, jewelry, sporting goods, etc.) must obtain a state Secondhand Dealer license through the local police agency, here the Ventura County Sheriff's Thousand Oaks station. All transactions must be reported daily to the California Pawn and Secondhand Dealer System (CAPSS/LEADS), and acquired property must be held intact for 30 days to allow for theft recovery. Dealers must collect seller ID, photograph items as required, and post their license. A separate Thousand Oaks business license is also required.
Failure to register, late LEADS reporting, or selling within the 30-day hold is a misdemeanor under Β§21645 with fines up to $1,000 and possible license revocation.
