(a)License Required. It shall be unlawful for any person to engage in tobacco retailing in the county without first obtaining and maintaining a valid license pursuant to this chapter for each location at which tobacco retailing is to occur. Tobacco retailing without a valid license is a violation of this chapter and is a public nuisance.

Unincorporated Sonoma County requires every tobacco retailer to hold an annual license from the Department of Health Services before selling cigarettes, cigars, smokeless tobacco or vapes at any fixed location, mobile vending and self-service displays are barred outright. New licenses are capped at one per 2,500 residents countywide and blocked within 1,000 feet of a school, library, playground or youth center and within 500 feet of another licensed retailer. Flavored tobacco and electronic smoking devices are banned for sale, and cigarettes must sell for at least $10 per pack. This applies only in the unincorporated county, Santa Rosa, Petaluma, Rohnert Park, Windsor, Healdsburg, Sebastopol, Cotati, Cloverdale and the City of Sonoma license retailers under their own separate codes.
