Yolo County, CA Cannabis Regulations: Dispensary Zoning (2026)

Yolo County Code Sec. 1405 sorts cannabis businesses into Personal, Cultivation/Nursery/Processing, Manufacturing/Testing/Distribution, Retail, and Microbusiness categories, then routes every one of them through the Sec. 1407 Table of Cannabis Development Regulations to fix where each can locate. For Retail - Storefront, the table marks Agricultural zones and Residential zones "N" (Not Allowed) and marks the C-L/DMX and C-G/C-H commercial zones and the I-L/I-H industrial zones "UP(M)" (Major Use Permit), paired with a State Type 10 or 10A cannabis retailer license issued by the Department of Cannabis Control.

Retail - Non-Storefront (delivery-only) follows the same permit and zoning pattern under a Type 9 license. Footnote 13 to the table closes the loophole a would-be operator might look for: cannabis uses are prohibited in every zone the table does not list, so there is no default right to locate absent an entry. The county has not banned cannabis outright; it opted to license it under this article rather than opt out under state law, but retail storefronts still need a Cannabis Use Permit under Sec.

1406 on top of the Major Use Permit zoning approval. Sec. 1405(D)(3) separately bans Special Cannabis Events, meaning tastings, promotional activities, and cannabis-related pop-up events are prohibited countywide regardless of zone. Existing operators who do not fit the current table had relocation deadlines running through 2023-2026 under Sec. 1404, after which non-conforming cannabis activity becomes illegal and subject to county abatement at the licensee's cost.
