Paramus prohibits both recreational and medicinal cannabis dispensaries throughout the Borough, except within the Highway Corridor Commercial (HCC) Zone District.
Through Ordinance No. 2021-01 amending Chapter 429-19 of the zoning code, Paramus banned cannabis and marijuana dispensaries everywhere in the Borough except in the Highway Corridor Commercial (HCC) Zone District. The Borough later adopted Ordinance No. 2021-21 imposing a 2% transfer tax on the sale of medicinal cannabis or cannabis items by any permitted medicinal dispensary to qualified patients or caregivers. Other classes of cannabis establishments, including cultivators and manufacturers, remain restricted under the zoning chapter.
Operating a cannabis retailer outside the HCC zone, opening any dispensary without local zoning approval, or failing to remit the 2% medicinal cannabis transfer tax all constitute violations.
