D spells out what a blank cell means: the use is not allowed within the respective zoning district unless expressly permitted elsewhere in the LDC or by state regulation. Under the Retail Sales and Service category, the table lists Marijuana Sales with no A or C in any of the Rural, Urban Residential, Nonresidential, Mack Overlay, Gateway Districts Overlay, or Mixed Use columns, so no zoning district in unincorporated Mesa County authorizes a marijuana store, dispensary, or retail sales counter.

That is distinct from marijuana cultivation and from marijuana growing, processing, product manufacture, research, development and testing, which the same table lists as separate use types carrying their own limited district allowances and Conditional Use Permit triggers, including a school-proximity buffer covered by a table footnote.
