Missouri Constitution Article XIV and the Division of Cannabis Regulation rules allow any adult 21 or older with a Personal Cultivation Identification Card to cultivate up to six flowering marijuana plants, six nonflowering plants taller than 14 inches, and six clones under 14 inches. Plants must be grown in an enclosed, locked space not visible from a public place, with cultivator identification tags attached. Two qualifying adults in the same household may double the count to twelve flowering plants. Kansas City has not adopted additional municipal limits, but landlords may still prohibit cultivation in lease agreements. Cards are issued by the DCR and renewed annually.
Cultivating without a card, exceeding plant counts, or growing in view of a public place can result in DCR civil penalties, card revocation, and potential criminal charges under Mo. Rev. Stat. 579.015 for trafficking-level overages.
