Sec. 18-222 opens by declaring it unlawful for anyone owning, leasing, occupying, or controlling residential, agricultural, commercial, industrial, business park, office, educational, religious assembly, vacant, or other premises in Pomona to maintain conditions matching any of 43 numbered categories that follow. Two of the most commonly cited: item (6) makes it a nuisance for graffiti, including paint, ink, chalk, dye, or etching, to remain on a building, wall, fence, pavement, window, vehicle, or walkway for more than 24 consecutive hours; item (17) makes it a nuisance to store trash, garbage, or refuse cans, bins, or boxes for more than 24 hours in a required front yard or any yard visible from the public right-of-way or alley.

The same section also reaches deteriorated buildings, broken fences, accumulated junk, inoperative vehicles, unpermitted business activity, and unsecured vacant structures, cross-referenced back to state law including Health and Safety Code Sec. 3 and Civil Code Secs. 3479-3480. Sec. 18-223 lets the city pursue abatement by repair, rehabilitation, demolition, removal, or termination in addition to, not instead of, any other legal remedy, and Sec. 18-224 makes correcting the condition a continuing obligation even after a notice issues.
